This article includes the historical analysis of the Russian legal regulation from ancient times to the present day. Such analysis deals with the legal regulation relating to the treatment of domestic animals (pets).It concludes that the legal regulation of public relations in this sphere has been continuously evolving, as well as the expansion of public law norms aimed at protecting animals, strengthening morality, upholding humane principles, ensuring safety and other rights and legitimate interests of people in the handling of animals.
