The article analyzes the legal and institutional mechanisms for ensuring cybersecurity of popular will expression platforms in Latin American countries. Models of state responsibility for the integrity of digital democratic procedures and guarantees for the protection of investors' rights in the context of growing cyber threats are examined. Based on a comparative analysis of the practices of Brazil, Chile, Mexico and Peru, approaches to the harmonization of regulation and the distribution of risks between the state and private partners are proposed.
