The article examines the theoretical and legal foundations of digitalization as an element of social governance, using the city of Saint Petersburg as a case study. The study analyzes current legislation and other regulatory legal acts and identifies pressing issues in this field. The paper substantiates the need for a systemic renewal of the regulatory and legal framework, including with due regard to the use of artificial intelligence, blockchain and biometric identification technologies, in order to enhance the effectiveness of the digital transformation of the social sphere in the constituent entities of the Russian Federation. The introduction of digital technologies into socially oriented public administration is a strategically important area for contemporary Russia and therefore requires the implementation of effective legal mechanisms for the use of digital technologies aimed at ensuring digital equality of Russian citizens.
