This article examines the content and current issues of cooperation between Russia and Kazakhstan in tourism. Bilateral intergovernmental agreements are analyzed, a comparative legal analysis is conducted, and the main areas of interstate cooperation in tourism are highlighted. The importance of developing sea cruise tourism in the Caspian Sea is highlighted as one of the key promising areas for increasing mutual tourism activity between citizens of Russia and Kazakhstan. A conclusion is made regarding the need for the Agreement signed in 2024 to enter into force as a document that more precisely defines the priorities for cooperation between the two countries in tourism.
