The paper examines the problems of state control (supervision) arising from the lack of a systematic regulation of measures to ensure compliance with mandatory requirements and of procedures for bringing persons to administrative liability. It analyses the provisions of the laws on control and on mandatory requirements that encroach upon the scope of the Russian Code of Administrative Offences, and provides examples of ambiguous judicial practice. Obstacles to the effective operation of agreements on the elimination of violations of mandatory requirements are also considered.
