The article analyzes the institutional and organizational aspects of the digital transformation of representative democracy at the municipal level in Russia. The author investigates the current state of activities of representative bodies of local self-government, identifying systemic problems in the transition to "digital" formats of interaction and proposing scientifically grounded ways to solve them. Particular attention is paid to issues of legal regulation of digitalization, including problems of identifying participants in electronic interaction, ensuring the protection of confidential data, and implementing modern digital platforms for normative activities. Based on an analysis of current legal acts, proposals are formulated for improving the mechanisms of electronic interaction between authorities and citizens. The article is of scientific interest to researchers in digital law, municipal governance, and constitutional law.
