The article examines the key theoretical concepts and methodological foundations of legal education implemented by the Institute of Human Rights Commissioners in the constituent entities of the Russian Federation. The article substantiates their complementarity and role in shaping the legal culture of citizens, strengthening legal awareness and ensuring effective protection of human rights at the regional level. The current problems and prospects for the development of the conceptual foundations of the law enforcement activities of human rights commissioners in modern Russian society are determined.
