This article examines the possible negative consequences of the lack of a clear demarcation line between the status of a public authority and a legal entity in the process of transforming municipalities. It was concluded that there was a violation of functional boundaries and a mixture of competencies of these subjects of civil legal relations in municipal acts of representative bodies of local self-government.
