The article examines the complex of theoretical and methodological foundations of the legal education of citizens as a key area of the Institution of the Commissioner for Human Rights in the Amur region. The authors prove that effective legal education provided by the Commissioner for Human Rights is an integral element of the protection of human rights and the formation of a legal culture, based on specific methods adapted to the regional conditions of the Far East.
