The article analyzes the regulatory framework, the practice of providing and reporting on infrastructure budget loans — the most popular tool of the “infrastructure menu”. There are a number of problems that hinder the effective administration of the tool. Practical recommendations are proposed to overcome these problems in the allocation of treasury infrastructure loans, which replaced infrastructure budget loans for 2025–2030.
