The article examines current military-legal issues related to the institutionalization of volunteer formations as a tool for ensuring national security in the context of the ongoing special military operation. The author identifies and analyzes systemic legal collisions arising from the terminological ambiguity of the concepts “volunteer” and “civilians in volunteer formations”. In conclusion, the necessity of developing a federal law that would eliminate the identified contradictions is substantiated.
