The article examines the phenomenon of public trust in the state as a new constitutional value that determines the vectors of state development. The analysis of the influence of organizational aspects of the public administration system of the state on the level of public trust is carried out. The author concludes that institutional accumulations in the structure of the public administration system of the state, as well as the dispersion of public government functions among legal entities of public law, inevitably lead to distrust. Reflections are given on the possible impact on the level of confidence of the ongoing municipal reform.
