The article is devoted to the activities of the state in the regulation of social communication and the creation of legal texts. It is shown that modern information technologies challenge such properties of public authority as sovereignty and legitimacy. At the same time, these technologies can be used for the benefit of the state and society, subject to scientifically based regulation of the linguistic and communicative aspects of legal life.
