Статья посвящена институту федеральных территорий в конституционных правопорядках зарубежных государств. Посредством сравнительно-правового анализа установлены сходства и различия в принципах, целях, а также правовых основах создания и функционирования федеральных территорий. Сделан вывод о том, что, будучи разнообразными по своей правовой природе, федеральные территории объединяет нормативно закреплённая возможность центральной власти осуществлять прямое управление территориями с соответствующим правовым статусом.

The article provides a comprehensive analysis of works by representatives of one of Russia's leading scientific schools – the Siberian school of constitutional law, whose scholars are based across various constituent entities of the Russian Federation within Siberia. The Siberian Region is used as an example to prove the necessity of integrating small regional schools of constitutionalists in Barnaul, Krasnoyarsk, Novosibirsk, Omsk, Tomsk into an interregional Siberian school of constitutionalists, the contribution of whose scholars to the development of domestic constitutional doctrine and practice is significant and offers clear future prospects.

The second part of the article presents a detailed analysis of the works of representatives of the Siberian School of Constitutional Law, the scholars of which are located in Omsk and Tomsk. In general, and using the example of the Siberian region, the need for integrating small regional scientific schools of constitutional lawyers from Barnaul, Krasnoyarsk, Novosibirsk, Omsk, and Tomsk into the Siberian School of Constitutional Lawyers has been proven. The contribution of these scholars to the development and improvement of Russian constitutional doctrine and practice is of significant importance and has foreseeable prospects.
