National Strategies of Russia and China in the Field of Science, Technology and Innovation: Comparative Legal Analysis

Annotation

The economic development trajectory of China heavily relies on the competitive edge of its technological and innovative advancements. Recent adoption of foundational strategic documents in China underscores its commitment to implementing and refining existing measures. Consequently, an examination of the Chinese Government’s initiatives in science, technology, and innovation holds significant scholarly interest. Meanwhile, in alignment with regional norms, the Russian Government has been formulating its own government strategy in the realm of science and technology. This article compares strategic and legislative measures between the two nations, delineating similarities and differences. The findings provide valuable insights for further exploration of legal frameworks within the People’s Republic of China pertaining to science, technology, and innovation, as well as implications for knowledge exchange and enhanced interstate collaboration in the relevant field between two superpowers.
