Выработка федеральных мер по защите прав и интересов детей в США в начале XX века
Annotation
В статье анализируется исторический процесс становления и развития прав детей, связанный с выработкой федеральных мер по защите прав и интересов несовершеннолетних в США в начале XX в. Автор связывает обретение и расширение прав детьми с усилением государственных гарантий и обязательств. Важнейшими федеральными мерами по защите прав детей в США в начале XX в. стали конференции, проводившиеся раз в десятилетие под эгидой Президента США по проблемам детей и молодежи, типичным для каждого периода, а также создание в 1912 г. Детского бюро США, реализующего полномочия в различных сферах (здравоохранения, опеки, правосудия и т.д.).
