Manifestation of the Constitutional Principle of Solidarity in the Laws of the Russian Federation in the Sphere of Education
Annotation
This article examines the manifestation of the constitutional principle of solidarity in amendments to Russian education legislation from 2021 to 2026. Solidarity, as a constitutional principle requiring a balance between public and private interests, is actively implemented in the provisions of the Russian Federation's education law. It was found that the legislative amendments were aimed at implementing social solidarity, the purpose of which was to provide social state support measures to orphans and children left without parental care, military personnel, their families, and other categories of individuals in need of such support. The public interests of the sector were protected by laws restricting the rights of children of foreign citizens who do not speak Russian to attend schools in order to preserve the right of other children to a quality education, and by limiting the availability of paid higher education in order to provide the economy with in-demand personnel. At the same time, education legislation also contains contradictory provisions that restrict rights and freedoms, which are not entirely justified by the need to protect public interests.
