Administrative Law Grounds of the State Sectoral Management of Higher Education (on the Example of the Ministry of Internal Affairs of the Russian Federation)
Annotation
The work is devoted to the study of the legal regulation of public administration of tertiary education in branch systems using the example of the Russian Ministry of Internal Affairs. The researches conclude that the existing regulatory framework for state sectoral management in this area does not fully meet the goals of developing higher education in general and providing law enforcement personnel in particular. The article identifies the issues of legal regulation of the administrative-legal status of the Russian Ministry of Internal Affairs as a departmental governing body for higher education, and substantiates the expediency of expanding the ministry's competence in the field of higher education in law enforcement-related specialties to universities implementing these programs, regardless of departmental affiliation. The researchers have developed proposals to improve legislation in the field of education and regulatory legal acts defining the legal status of the Russian Ministry of Internal Affairs.
