The article considers the system of regional regulation of cultural protection zoning of the historical and cultural complex includes: zones of the protected landscape with a special regime for the use of land and the boundaries of protective zones and cultural protection zones, including zones of regulated development. This system highlights the strategies of the system of regional regulation of cultural protection zoning of historical territories: preservation of the authentic appearance of the territory, maintenance of historical authenticity in the perception of the complex, aesthetic consistency of modern inclusions in the ensemble of buildings, in the environment, preservation of the ensemble of the natural and architectural complex. The authors analyze legal problems only insufficient certainty, but untimely legal regional regulation of cultural protection zoning. It is proposed to follow the strategies of cultural protection zoning through the mechanisms of blocks of harmony and civilization of authenticity: aesthetic consistency of modern inclusions in the ensemble of buildings and the environment and the conjugation of territories and the transport network in the context of building regulation (setting the maximum height and density of buildings) and the transport environment of cultural heritage sites.
