Trade Union Membership, Multilateral Negotiations and Social Partnership Agreements in Scandinavia: a Comparative Law Aspect

Annotation

This article examines trade union membership, collective bargaining, and agreements in the Scandinavian countries (Denmark, Norway, Sweden, and Finland). The author provides a detailed analysis of the national collective bargaining and agreement systems in these countries, noting a general trend toward decentralization and a shift in emphasis to the industry and local levels. Particular attention is paid to procedures such as the "front model" in Norway and mandatory consultation with trade unions in Sweden, and extensive statistical data on trade union membership dynamics from 1924 to the present is provided. The paper emphasizes that, despite differences in approaches (a trend toward decentralization in Denmark, Norway, and Sweden and periodic centralization in Finland), the Scandinavian countries demonstrate high levels of union membership and collective agreements. The author recommends incorporating the Scandinavian experience of social partnership to improve Russian labor legislation by strengthening the role of collective bargaining at the industry and local levels.
