Annotation

The article is devoted to the study of the institution of public control in the sphere of housing and communal services in Russia. The legal framework, organizational forms and practice of implementing public housing control are analyzed. Systemic problems are identified, including procedural barriers, low legal literacy of citizens, the lack of effective feedback with supervisory authorities, and institutional fragmentation of governance. Promising areas of development are substantiated: digitalization of control procedures, the creation of public ratings of managing organizations, and strengthening coordination between public control entities and state housing supervision bodies.
