The Centenary of Transport Law in the Russian Legal System: A Historical and Dogmatic Analysis of the Development Milestones
Annotation
The article states that the history of legal regulation of transport relations is not only of academic interest, but also a practical tool for improving modern legislation, law enforcement practice, and training in the field of transport law. The author hypothesizes that the date of formation of transport law as a complex branch of domestic legislation is 1926. It is argued that transport law has evolved from the regulation of customary law to systemic codification, demonstrating the continuity of basic institutions such as the carrier's responsibility for the safety of cargo, the flexibility of contractual terms, and the state's control over infrastructure and transportation security. It is argued that maintaining continuity, taking into account historical experience, and adapting to innovation remain key conditions for the effective development of the transport industry in a rapidly changing world.
