The problem of developing a strategy as one of the fundamental documents in the field of ensuring national security is a pressing issue, as it allows us to study the tools of legal technique used to prepare this document for adoption as an act regulating relations aimed at protecting Russia’s sovereignty from internal and external threats. It has been established that the document is developed using scientific tools, such as the method of geopolitical analysis, to characterise the realities of Russia as a Eurasian state playing a leading role on the global stage. Comparative‑historical analysis is applied to characterise the dynamics of social relations in ensuring national security in order to determine the prospects for the development of legal regulation in the area under study. It has been established that quantitative and qualitative criteria for assessing the effectiveness of implementing protective measures are provided for each area of security. It is determined that the adoption of a legal act establishing a list of requirements for the entities (research centres, experts) involved in drafting the text of a strategic planning document in the field of national security will contribute to improving the toolkit used in the area of protection against internal and external threats.
