Annotation

The article puts forward the thesis that the combination of process and project planning methods in the development of goal-setting documents for municipalities is justified. An example of the development of the Strategy for the Socio-Economic Development of the Petrozavodsk Urban District is presented, and a decomposition of the main areas of the city development (mainly process management) and key projects (project management) is given. A brief description of the institutional framework for the implementation of key urban projects is given.
