Annotation

The article examines the doctrinal, law-making and practical aspects of the activities of the subjects of the Russian Federation with a two-tier system of municipalities in the preparation of draft laws on the redistribution of powers between local governments and regional government authorities, as well as on the delimitation of powers between local governments of municipal districts and their constituent urban and rural settlements.
