Integration of the Digital Ruble into Cross-Border Settlements: Prospects for Legal Regulation Based on an Analysis of International Experience

Annotation

In the context of strengthening international sanctions and the transformation of the global financial architecture, Russia is actively developing the digital ruble project as the third form of the national currency. The relevance of the study is driven by the need to legally regulate the integration of the digital ruble into cross-border settlements, as current legislation lacks coordinated mechanisms for interaction with foreign legal frameworks and does not provide legal certainty for cross-border transactions. The purpose of the article is to conduct a systematic analysis of Russian and international experience in regulating central bank digital currencies, to identify models of their integration into cross-border settlements, and to formulate proposals for improving the Russian legal framework. Based on the examination of the experiences of individual countries, a set of regulatory measures is proposed for the phased integration of the digital ruble into cross-border settlements.
