Modern threats, primarily associated with ideological and psychological influence, require scientific and practical research into countermeasures. One such approach is the strategic protection of traditional Russian spiritual and moral values. To effectively implement this, it is necessary to understand historical and legal examples of the integration of legal, religious, and moral norms in a single document. The Old Russian Nomocanon is a prime example. This article analyzes the key ideas of the Nomocanon and concludes that modern approaches to strategic planning are also based not only on legal norms but also on other social norms. The author's main conclusion is that these approaches identify relevant values that are subject to legal implementation and protection, thereby subjecting legal regulation to constitutional axiology.
