The need to counter external challenges and threats to the economic security of the Russian Federation necessitates a transformation of public administration tasks, the effective resolution of which largely depends on the functioning of the contractual system for procurement to meet state needs. One of the key elements of such a system is procurement planning, the legal mechanism for which must ensure timely adaptation to changing political, economic, and social conditions. The purpose of the study is to identify areas for improving the legal mechanism for planning state needs in the context of countering external challenges and threats to the economic security of the Russian Federation and to develop proposals for their regulatory consolidation. The methodological basis of the study was formed by general scientific, specific scientific and special methods of legal knowledge. The empirical basis was formed by the current laws of the Russian Federation, materials of law enforcement practice, strategic planning documents and open-source data. The need to increase the flexibility of the legal mechanism for planning public procurement by ensuring the interconnection of the goals of state programs and their resourcing, the use of the results of monitoring the implementation of state programs in assessing the validity and adjusting procurement plans and schedules, as well as the regulatory consolidation of legal mechanisms for feedback between government customers and potential procurement participants is substantiated.
