On Transforming the Organizational Grounds of the Electoral Process in Administrative Centers of Constituent Entities of the Russian Federation
Annotation
The article examines the issues related to the transformation of the organizational foundations for holding elections of local government bodies in the administrative centers (capitals) of the Russian Federation constituent entities. The author analyses the practice, implemented during the last three unified voting days, of delegating the authority for organizing and conducting municipal elections to the election commissions of the Russian Federation constituent entities. The advantages and disadvantages of this approach to electoral process organization are described. Despite the obvious advantages of this model, associated with the extensive organizational resources and professional apparatus available to regional commissions, it raises numerous concerns regarding the legality of the municipal finance management by state authorities, the protection of electoral rights when appealing to commission actions, the observance of equal representation in commissions at different levels, the synchronization of sectoral legislation, and the terms of power-conferring. The study concludes with the recommendations for legal regulation adjustment.
