Objective. The Author studied the state of the problem associated with the criminal activity of peoplehiding their real purposesunder the guise of highly professional specialists who allegedly can helpdrug addicts. Methods. The complex of criminal law, criminological, socio-psychological and organizational approaches used to establish the causes of this phenomenon constituted the theoretical and methodological basis of this Study. The use of the system analysis enabled the Author to develop effective recommendations for counteracting criminogenic elements in this field. Conclusions. The Author concludes that such centers of pseudorehabilitation appearand function across the Russian Federation for the following reasons:1) the venal motivation of criminal (who look for quick and easy enrichment); 2) the lack of a detailed/well structured legislation in the field of rehabilitation of drug addicts, which would efficiently cut off the amateurism and crime, as ell as organize clear and coordinated work of those who sincerely strive to help drug addicts; 3) poor awareness and measures taken by law enforcement officers. Scientific novelty and theoretical significance of the Study: The Author describes and gives the criminological characteristics of those criminals who function in the field of drug addict rehabilitation together with the victimological characteristics (symptoms) of those who suffer from their illegal activity. Practical significance of the Study: The conclusions and recommendations formulated here can contribute to the development of measures aimed at optimizingof what is happening in the field of rehabilitation of the Russian Federation, for early identification of individuals and legal entities fraudulently using the problems of drug addicts and their relatives for their own selfish interests.
