Monetary compensation and subsidies for housing and utilities are payments made as part of social protection of the population, maintaining a standard of living guaranteed by the state. Fraud with obtaining compensation and subsidies for housing and communal services is a criminal offense, responsibility for which is established by Article 159.2 of the Criminal Code of the Russian Federation. The theft of compensation payments for housing and utilities is carried out by deception, which consists in the provision of knowingly false information. It is difficult to commit deception by silence about the facts entailing the termination of compensation for utility bills, since the establishment of circumstances affecting the change in the conditions and amount of compensation payments is the responsibility of the services providing the compensation service. In order to steal subsidies for housing and utilities, deception is used in the form of silence about the occurrence of circumstances that stop the payment of subsidies, as well as in the form of knowingly false information.
