In order to form a legal toolkit for the activities of internal affairs bodies and regulate their work, the author pays attention to the law-making activities of public authorities in the field of ensuring the public safety of modern Russia. Based on the materials of consideration of the current works of Professor V.V. Chernikov, devoted to the improvement of “police legislation”, as well as the category of risks of modern legal regulation, the author pays attention to security theory, while defining legal concepts for its development. The analysis of challenges and threats to security, according to the author, indicates that the legal institution of public security needs regulatory and legal regulation, should be statutored and to the maximum extent concretized for practical purposes, in particular the activities of the internal affairs bodies.
