Annotation

The article provides a comprehensive analysis of the new Strategy for Improving Road Traffic Safety in the Russian Federation for the Period up to 2030 (hereinafter referred to as the Strategy), which is a key document defining the goal, principles, objectives, and main directions of state policy in this area. The author consistently examines the structure of the document and evaluates the content of its sections. A conclusion is drawn about the use of a systemic approach in the development of the Strategy, expressed in the cross-cutting structuring of sections in accordance with the following elements: “management in the field of road traffic safety”, “road users”, “vehicles”, “road infrastructure”, and “response to road traffic accidents”. The assessment of the current state of road safety, the identification of risks and threats, and the development of directions for improving the effectiveness of state policy are built around these elements. The main novelties of the Strategy are identified, including its principles that establish the implementation of modern management methodology, reliance on known foreign practices for improving road safety, and the formation of an integrated road safety system. In conclusion, the need to update legislation in the field of road safety and adopt new planning and program documents in this area to implement the provisions of the Strategy is noted.
