Annotation

The article analyzes the institution of recalling an elected local government official. It is substantiated that the presence of such an institution at the local level is related to the immediate proximity of elected local government bodies to the population and the personal responsibility of elected officials to the local residents. The article reveals its role and place in the system of local government as a form of direct exercise of power by the people and a measure of responsibility to the population. It is noted that the abolition of recalling an elected local government official is a consequence of the integration of local government bodies into a unified system of public power, which implies the unity of principles of its organization and responsibility. However, the author concludes that such unification, without taking into account the special nature of local self-government and its constitutional and legal specifics, is a manifestation of centralization.
