Annotation

The article presents the results of legal monitoring of the availability of notary services in the Kaliningrad region. It analyzes the financial and physical accessibility of the notary system by comparing the tariff policies in individual regions of Russia. The study reveals territorial imbalance in the cost of services and excessive financial burdens on citizens in certain regions. Special attention is given to the issue of “accessible environments”, as the monitoring shows that a significant number of notary offices are not adapted for people with limited mobility. The article identifies legal conflicts in regulations and infrastructure barriers related to the status of buildings.
