Improving the Competence of the Constitutional Court of the Russian Federation, taking into Account an Analysis of the Certain Powers of Constitutional Judicial Bodies in Foreign Countries
Annotation
This article provides a comparative legal analysis of the specific powers of the Constitutional Court of the Russian Federation and foreign constitutional justice bodies. Specifically, the author examines abstract and concrete judicial review of legal norms, as well as the resolution of disputes over jurisdiction between public authorities. Based on the research, proposals are put forward for improving the domestic legal system by: expanding the scope of entities entitled to appeal to the Constitutional Court of Russia; legitimizing the review of the constitutionality of legislative gaps; and consolidating the possibility of resolving disputes over jurisdiction with the participation of local governments.
