This article analyzes the legal status and evolution of the Constitutional Council of the Republic of Tatarstan from 2023 to 2026. The authors are critical of the substitution of “legal monitoring” for full-fledged regulatory oversight following the adoption of Law No. 84-ZRT, which has transformed the body into a consultative and monitoring structure without executive powers. They also argue that replacing the “state of law” report with a report on “council activities” leads to bureaucratization and a loss of functional independence. The article concludes that without granting the Constitutional Council of the Republic of Tatarstan imperative powers (similar to the Constitutional Oversight Committee of the Republic of Tatarstan), the institution risks becoming a mere decorative institution and ultimately discrediting the idea of regional protection of citizens’ rights.
