Annotation

The article is dedicated to the specifics of restrictions on cultural rights and freedoms of human and civil in Russia. The author has developed his own classification of legitimate restrictions on cultural rights and freedoms. Criteria for classification of legitimate restrictions on cultural rights and freedoms are: moral criterion, threat to the national security of the Russian Federation, age limit, duration and territorial boundaries.
