The article examines the totality of constitutional, legislative and by-law provisions, as well as international legal documents of the Union State of Russia and Belarus. It provides an analysis of the State Report "Consumer Rights Protection in the Russian Federation (2024)". Particular attention is paid to the role of regional and municipal programs as leading instruments of program-targeted management. The absence of municipal programs for consumer protection in a number of territories of the Krasnodar Territory is noted, which reduces the effectiveness of the implementation of state policy. As a solution, it is proposed to develop a standard municipal program to unify approaches and improve the legal protection of citizens at the local level.
