Conflict of Interests of a State Civil Servant Being a Member of a Public Association
Annotation
The article is devoted to the study of the legal nature of the conflict of interest of a civil servant who is a member of a public association in the Russian Federation. It is argued that the conflict in question should be evaluated not formally, but functionally, since at least three interests are combined and interact in the behavior of one person: the individual interest of a private person, the public interest of a civil service, and the corporate (group) interest of a public association. The inability of a civil servant to distinguish between these interests and determine their priority can disrupt the balance between public and private interests, as well as affect the objectivity and impartiality of their performance.
