The review presents the most interesting reports and speeches of the participants of the plenary session of the International Scientific and Practical Conference "Law and State Reforms: theory, practice and historical experience (on the 120th anniversary of the adoption of Basic State Laws)". The participants of this year's Maltsev readings focused on topical issues of the theory and history of the state and law, the state and legal development of Russia, the reform of law, the state and legal institutions.
