Current Issues of Legal Regulation of Individual Housing Construction

The article examines the problems arising in the process of implementing state programs to provide preferential mortgages in the implementation of individual housing construction within the framework of national projects and state programs aimed at achieving the country's strategic development goals, including improving housing conditions and providing citizens with housing. The existing mechanisms for protecting the rights of citizens in the field of individual housing construction are being analyzed. It is concluded that there are gaps in the regulation of individual housing construction, asymmetry of the interests of the parties that are the main participants in legal relations arising from individual housing construction (banks, consumers, contractors, operators of state programs, government agencies), imperfection of public mechanisms for restoring violated consumer rights from unscrupulous contractors. Recommendations are proposed to improve the legal regulation of individual housing construction, the formation of an effective public legal mechanism for protecting the rights of citizens and bona fide contractors.
