This article examines the challenges of managing apartment buildings in Russia, from the historical transition to a market economy and mass privatization of housing to the current state. It analyzes the low level of legal literacy among owners, their inertia, the monopoly position of management companies, and the latency of their abuses. The shortage of lawyers in the housing and utilities sector is examined. Attention is drawn to the shortcomings of the Housing Law curriculum at higher legal education institutions. The proposed solutions include systematically improving the competence of owners, legislatively enshrining the minimum wage for members of apartment building councils, and modernizing the curricula of law schools.
