The Unified System of Public Power: Local Self-Government Bodies and State Authorities in the Context of the 2020 Constitutional Reform of the Russian Federation
Annotation
The article examines the main constitutional and legal transformations of 2020. New guarantees of social support for various groups of the population are being noted. There is a partial weakening of the discretionary powers of the legislator, since the new constitutional provisions guarantee a number of social rights of citizens and require only direct enforcement. Additional constitutional duties of public authorities are considered. There are certain innovations in the system of creating guarantees of human rights.
