Effective Control Mechanisms in the Labor Migration Sphere: Challenges and Solutions in the Context of Digitalization

In the context of the digital transformation of the economy and the increasing complexity of migration processes, it is particularly important to increase the effectiveness of state control in the field of labor migration. The growth of labor mobility, the expansion of transnational forms of employment and the increased risks of illegal use of foreign labor are creating new legal and managerial challenges for the State. The article examines modern mechanisms for monitoring the work of foreign citizens in the Russian Federation, analyzes the provisions of migration, labor and administrative legislation, as well as the practice of their application in the context of digitalization. Special attention is paid to the introduction of digital migration accounting tools, including the creation of a digital profile of a foreign citizen, the use of biometric data and the development of interdepartmental information interaction. The positive effects of digitalization associated with increased transparency and preventive control are noted, as well as risks caused by information security, fragmentation of the regulatory framework and the transformation of social and labor relations. It is concluded that effective control in the field of labor migration requires an integrated approach combining the improvement of legal regulation, the development of digital infrastructure and ensuring a balance between the interests of the state, employers and foreign workers.
