A Comparative Analysis of the Law of the Republic of Kazakhstan on Countering Extremism
Annotation
The article analyzes the possibility of using foreign legal norms for implementation into the legislation of the Russian Federation. The object of the comparative study is the legislation of the Republic of Kazakhstan in the field of countering extremism, whose blanket structures are used in criminal law norms, in comparison with the legislation of the Russian Federation regulating the same sphere of public relations. The choice of the legislation of the Republic of Kazakhstan for the research is justified by the large volume of innovations to be analyzed, the proximity of our states, their shared history, and cultural closeness. Special attention is paid to unresolved issues in domestic legislation and, consequently, the inevitable need for its improvement, which confirms the relevance of the chosen research topic. The scientific novelty is expressed in the absence of similar narrowly focused studies. The article proposes the author's definition of «blogger (influencer)», which is absent in domestic legislation. It is suggested that amending the legislation to adopt the proposed conceptual framework would, from a practical point of view, help investigators and other law enforcement officials to more accurately identify the actions carried out by participants in criminal proceedings for their subsequent qualification.
