The article is devoted to the identification of the content of the concept of “the structure of the system of administrative and legal support for innovation activities” based on a philosophical understanding of the structure and its relationship to the system and its elements. The relevance of the article is due to the fact that in modern conditions, the development and implementation of innovations are one of the determining factors for accelerating scientific and technological development and increasing the economic potential of the country. At the same time, proper organization of public administration and administrative and legal regulation in the field of innovation is of great importance, for which consistency and structurality are important. The author draws attention to the current approaches to defining the concept of structure, the dependence of its properties on the types of systems, and the characteristic quality of unity of stability and variability. Based on the comparison of this category with the phenomena of state-management reality, judgments are substantiated about the presence of invariant elements in the system of administrative and legal support for innovation activities and their variability in the allocation of fractional units within them, which together determines the effectiveness of the relevant system. The author comes to the conclusion that it is necessary to understand the structure of the system of administrative and legal support for innovation activity as a conceptual way based on the unity of stability and variability of the relationship between the elements of the system of administrative and legal support for innovation activity.
