Public Legal Regulation of Corruption Prevention in Higher Education Institutions: The Experience of the City of Belgorod
Annotation
The article examines the public law framework for corruption prevention in higher education institutions using the case of the city of Belgorod. It is argued that corruption prevention at a university includes a system of legal provisions, local acts, and organizational procedures aimed at preventing corruption risks, regulating conflicts of interest, and establishing standards of good-faith conduct. Particular attention is paid to the relationship between federal anti-corruption legislation and local rule-making of educational institutions. Based on the analysis of official materials of Belgorod universities, the author concludes that publicly available local acts, special commissions, and feedback channels are essential for the sustainability of anti-corruption activities. The experience of Belgorod shows that an institutionally structured anti-corruption system is an important element of public legal order in higher education.
