The Impact of the Organization of the Higher Education System on Migration and Legal Factors of Depopulation of Small Towns in the Russian Federation
Annotation
The article explores the phenomenon of the negative delayed effect of managerial and economic optimization processes, which manifests itself in the irreversible outflow of young people from small towns and regions of Russia. The article analyzes the legal gaps in the mechanism of regulating educational and labor migration, which contribute to the formation of barriers in the field of human capital management, where obtaining higher education in large cities becomes an irreversible factor in changing one's permanent place of residence. Based on the analysis of statistical data and doctrinal sources, the article substantiates the need for a revision of approaches to spatial development and migration policy.
