The Judiciary in the Context of the Digital Transformation of a Modern City

The article analyzes the digital transformation of the judicial system of the Russian Federation in accordance with the National Strategy for the Development of Artificial Intelligence until 2030 and the Concept of Digital Transformation of the Supreme Court of the Russian Federation dated 2021. The article examines the key initiatives of the Chairman of the Supreme Court of the Russian Federation, I.V. Krasnov, on the implementation of artificial intelligence systems to ensure uniformity in judicial practice while strictly maintaining human control over decisions. Special attention is given to ethical risks, such as the inadmissibility of transferring life-changing powers to neural networks, the issues of algorithm transparency, and the responsibility for machine errors. Practical examples have been analyzed: the Canadian resolution on marking AI content in courts and the Russian case of 2025, when lawyer A. Avanesyan challenged a verdict with AI-generated features. An experiment on electronic orders for housing and communal services has been described, integrating the Housing and Communal Services Information System and the State Unified Information System.
